Strange microfreezes, doesn't happen in games.

Hello, i got some strange microfreezes lately, running Windows 7 64bit, all drivers updated, CCleaner passed and checked for malware. The strangest thing is that it doesn't happen in game, when i'm browsing Windows or in chrome it microfreezes (1 second freeze with mouse included) and then keeps going. Nothing strange in Task Manager also.

My build:

CPU: I7 3770K
M/B: AsRock Z77 Extreme6
GPU: Gainward GTX780Ti Phantom
PSU: Corsair HX850
HDD1: WD RED 2 TB
HDD2: WD GREEN 1TB
SSD: Samsung 840, 250GB

OS installed @ SSD and tried to optimize it through Samsung Magician aswell.
It looks like some program is set at HIGH priority but there's no one program set like that.

do you have any bloatware or anything of the sort installed? Or any programs that may be using processing power in the background?

I checked it many times but there's no such program which loads up the pc.

Check task manager and see what the highest usage program is. It could also be malware/viruses/etc
