New build, Tight budget. Spend on overclocking capability or on better graphic card ?

Hello !

i will build a new PC on novembre, and i have a couple questions, mostly regarding CPU and graphic cards. The PC will be used mainly for gaming.

Concerning CPU, i hesitate between a i5-4690, i5-4690k and i7-4790k
Concerning GPU, i hesitate between a radeon r9 280x and a r9 290

So, what of these 3 choices is best ?:

1- Get a i5-4690k, with decent memory and motherboard + good cooler, for overclocking, and get a r9 280x ?

2- Get a i7-4790k with a cheap motherboard/memory (no overclock) and get a r9 280x ?

3- Forget about overclocking and buy a non-K 4690 with a cheap motherboard/memory and throw the extra money in a r9 290 ?

Second question about K and non-K i5-4690:

So if i got it right, K version just means unlocked for overclocking. Does it mean the K and non-K are the exact same CPU, but after quality control inspection they just unlock the flawless ones and lock the others ? So could it mean that without any overclocking the K ones are more durable or something ? So buying a K version would be a good idea even with no overclocking plans ?

So if i am to overclock (let's say average overclock, nothing too abusive), in what price range should i look for a motherboard ? Would something like a asus z97-a a good choice, or i need something better ?
