Which build should I choose?

Solution
Also change the MSI twin Frozr to Sapphire Tri-x. Save $10 and get one that runs slightly cooler, quieter and is more reliable :) Plus it looks pretty great! Tri-x/vapor-x are the best AMD cooling designs! Unless you really like the MSI twin frozr then sure.

The second build is better, although I like the monitor in the first build more.
The i7 won't give you a noticeable improvement over the i5 but the 290X is a decent amount better than the 290. Both cards will running pretty loud and hot though, if this will be an issue for you I recommend going for a GTX 780 instead. :)
Enjoy your new build! :D

Hm.. Okay. I was worried about the lack of an i7 in that build, as well as the quality of the qnix and its slow response time. The first build has a 3.4 response time monitor (ips) and also an i7. But I see what you're saying as well... Decisions decisions.

It would be perfect, although a 650W PSU would be better, for a 290X. :)

IPS looks nicer, but TN is a lot better for gaming.
I bought an expensive IPS panel for my build, and the colours are amazing but the response time is slow and even mouse movements don't look smooth. I ordered my friend the monitor I linked you and it's a lot smoother than mine (for gaming).
I'd recommend a 144Hz TN if you can afford it, but 1440p will also look really really nice.
You need to decide whether you want the smoothest gaming performance or the best picture quality. :)

I'm telling you, I've used both types extensively and 144Hz TN panels are so, so much better for gaming.
I love my IPS's colours, but it's the response time is slow and 144Hz is a MASSIVE improvement over 60Hz.
Good TN panels don't look as nice as IPS but when set up properly they can look pretty decent. It's worth 144 frames per second, in my opinion. They also have much better black levels. :)

99% of IPS panels are NOT designed for gaming. A lot of TN panels are. Not quite sure why you said the opposite.
