In my country
ASUS GTX 780 3GB DDR5 DirectCU II
cost 638$
and
MSI GAMING GTX 780TI 3GB DDR5
cost 959$
So is 321$ really worth extra perfomance?

No. You will be fine with a GTX 780 at 1080p and 1440p

I play on 1080,but I want to record gameplay's sometimes. Also will VG24QE with 1ms and 144hz refresh rate help at better quality when I record videos?

Asus is 15$ cheaper but it really don't mean anything.

Either cards are fine really. Both are good cards, choose the one you like the most.

Having a 144Hz monitor will help you see "more" when over 60fps. If you get less than 60fps, it will look like a normal 60Hz monitor.
For recording, it will depends on the framerates you get at the time of recording.
So the monitor will benefit you more visually but for recording, there isn't much difference really with a 120Hz or 60Hz.
