Graphics works on one slot not others, CPU_LED turns on, other graphics cards work

Just started building my 3rd pc and have never encountered this issue before.
I have an asus z97-a mother board
haswell 4670k
650w psu
and using a 270x sapphire

On the first two slots the sapphire will not work, in fact the mobo fails to pass POST apparently, and CPU_LED turns on. My old gpu works fine though, in all slots (hd 6670) I thought it was the power supply so i switched my 650w for one of my old 800w and it still didnt work, and I know for sure this is more than enough power. Next up, I found out the GPU works on the last 3rd slot, with the 650w psu. all slots are pci 16x. But i can't keep it there cause my powersupply gets in the way once i dock it in (had powersupply outside will testing different powersupplies). Without the GPU my computer turns on using the onboard DVI and everything works fine. but as soon as i put in the 270x the CPU_LED comes on and no matter where i put the dvi nothing happens. 270x Fan manages to turn on.

Things I have tried:
Making sure both power clips are connected to mobo.
Resetting bios.
Making sure fans turn on.
making sure gpu is probably clipped.

I tried installing CD driver, but it wouldnt install. GPU continues to work on last pci slot, but not the first one, although my older GPU works on all slots.

It could be that the above slots don't have higher bandwidth or pci-e version and having compatibility issue with the card. Can you post the make and model number of your motherboard.

I know you resetted the Bios, did you try go into BIOS and see if there are any PCI-e slots disabled
