New i7 4790k reaches 88C on boot, climbs to 98-100 degrees after login.

Hello all, I recently built my first system with the following components:

Intel i7 4790k
x2 G.Skill 4GB RAM
ASUS Maximus VII Hero MB
EVGA 750W PSU
1x 256GB Crucial SSD
1x 1TB Seagate Barricuda HDD
Stock cooling from the CPU and the Corsair 450D Mid Tower I bought.

Haven't bought a graphics card yet, I know how to install those and I wanted to make sure the rest of the system worked before buying that.

On first boot I got an error about high CPU temperature, I ignored it (probably a mistake) assuming it could have been calibrated wrong and I needed to install software to actually monitor that (I haven't built/owned a fancy tower PC before). I installed my OS on my SSD and went about downloading a game to see how the Intel HD graphics handled on their own. After downloading I played a bit and noticed terrible performance if anything was happening, dropping down to 4fps or so on occasion. I went to download something else and started watching Netflix in the meantime and the computer froze, it did that thing where it repeats the last instant of sound creating a terrible noise in the process. I waited for a minute and nothing changed so I shut down and booted into BIOS this time. The processor starts around 40 degrees C and quickly (over about 20 seconds) climbs to 88 degrees C, constant. I logged in to download something to let me check with some software to see if this was really the case. The software showed a CPU temp of 98-100 degrees C, fluctuating between them. I thought it might be the stock thermal compound and went out to Radioshack and bought Arctic Silver 5, removed the stock fan, removed the thermal compound and applied the new stuff. Booted the computer back up, same results. I cannot upload any pictures right now but I might be able to soon, if they help.

Sorry for the wall of text but I would really appreciate help on this matter, what could be causing this heat generation on startup? Is the Motherboard defunct/broken? Any help is greatly appreciated.

But even with the stock heatsink the CPU shouldn't be hitting 88 degrees Celsius on startup, simply sitting in BIOS, should it?

Case has a window and I can see it running. Intake/exhaust fans are also visible and running.

If fans are working, you replaced thermal paste, air flow is good, then is most likely a bad cpu.

No it shouldn't, but the cheap plastic retention clips on the stock HSF are easy to mess up too.

I have a similar case - just not so extreme. Starting up my computer (i7-4790K - no overclocking) cold and immediately entering the BIOS, I start around 40 C. It then shoots up to 60 C before meandering up to 67 C or so. This while I am in the BIOS. Right now I am running the stock cooler (I have a Zalman coming in), but I'm a bit concerned as I can only imagine what is going to happen when I put a load on the computer.

I was reading an older article that Intel determines what a processor is going to be (4790 vs lower i7's) based on the quality of the CPU (see http://www.pugetsystems.com/blog/2009/02/26/intel-core-i7-temperatures/), and it is possible that you got one of those 4790's that just barely made the cut.

I did a bit more checking around... specifically, I called Intel. Per the individual I was talking to, there were some processors sent out that were having this problem. From your specifications your computer was custom built, so your warranty will be through Intel. Go to their support website and contact Intel regarding your issue and the possible solutions (such as replacement).
