Underperforming Crossfire R9 290s and i5 4690K

I'm scoring about 1500 on the unigine heaven benchmark when I believe crossfired 290s should be getting at least scores in the 2000s right? Its worth noting that I purchased both 290s from ebay and am fairly certain the previous owner used them for mining. Could that contribute to the weak scores? I cant seem to figure it out, my CPU also seems to be underperforming as well on the intel xtreme utility benchmark with a score of 500 no matter how i adjust the multiplier, while comparisons to others with the same overclock score significantly higher. Temps seem normal and both cards are plugged into the PCIEX16 and PCIEX8 slots. Any help or suggestions would be greatly appreciated. Parts breakdown below.

I'd chalk up those underperforming cards to the stock coolers then. My friend has a HIS 7950 with the reference AMD cooler and jesus is it LOUD. I'm so glad I put in for aftermarket model. Why not visit frozenCPU and see what you can find there? Maybe even shoot for some liquid cooling if its in the cards ;) (get it?) Or you could just buy an aftermarket GPU heatsink or something there. Whatever you can afford I guess.

The benchmark for tomb raider gets an average of 60fps with everything maxed out but arkham city gets about 40fps average with everything maxed out. Both on a single 27in 1080p 60hz monitor. Both games are perfectly playable and I shouldn't moan but I just can't shake the feeling that I'm not getting my money's worth ya know?

You did buy them used so you do get what you paid for. But generally unless the former owner put them in some harsh conditions with complete 24/7 mining for a long time (the 290 only came out in November so even still it wouldn't be that roughed up if it mined since then) then it might see a sharp minor decrease in performance on just the cooler for having to run so long. I know exactly how you feel though with my very own CPU :< It always feels like I can clock it just a bit higher but no matter how much voltage I feed it, it won't go past 4.5GHz. Also I was wondering if they were using the stock AMD reference cooler. If they are then I'd replace it and maybe you'd see a bigger increase in performance. Don't forget to set the BIOS switch on the card to uber mode as well.

yeah they are both using the reference coolers, which i know suck. MSI afterburner shows normal fan speeds at load and they do sound like hair dryers (which is good i guess for the reference 290s). MSI does have a pretty awesome RMA process that i have used before but i just want to be sure before i go through that hassle.
