Play Steam in Nvidia Shield Portable offline?

Hi, i am planning on buying an Nvidia Shield Portable.
It has been bothering me lately. So i have tones of questions for you guys.
Could you stream offline or play offline games from Steam?
Do you really need an internet connection to stream?
What about a micro usb-ethernet cable? (connect them to the router the same time the pc is also connected to the router everything through wire, but without internet) Could you still stream?
Also, can i put some of my steam games already to the Shield so i can play it anywhere i go and wont stream anymore? (eg. games: Dishonored, Burnout: Paradise, GTA 4, Assassins Creen 3)

No to the last part, about putting your Steam games on the Shield. Your PC runs the games, your GPU renders them, and streams the video to your Shield. You cannot install them to the Shield. The games run in Windows, not Android.
So for they have released Half Life 2 and Portal for the Shield in native Android. I LOVE Half Life 2 on the Shield!

while you are playing half life 2 on the Shield, can you do something else on the pc? lets say, surfing the net?

i also have a follow up question, if i use a micro usb to ethernet adapter could i wirely connect to the router and now stream with no latency? (computer connected to router with wire and Shield connected to router through wire)

Of course. If you buy the Android version of Half Life 2 for the Shield, it has nothing at all to do with your PC. It's a self contained Android game installed on the Shield.

let us say hm, skyrim? can you still do another stuff in your pc while streaming from it?
