CPU fan not working

Hi,

I have recently been building my pc. This is my first build.

CPU: Intel i5 4670k using stock fan

Yesterday, I thought I had completed my build. I could start up my computer and enter the BIOS mode.

Today, I picked up a copy of windows. When attempting to turn on my pc today, the monitor did not find a signal. Odd to me, I opened the front panel of my case and noticed that the cpu fan was not spinning. Everything else seemed perfectly fine. Now, I unplugged the CPU fan from the CPU fan header spot and moved it to another fan header. Still, nothing. Another oddity I found is when I start the PC a couple of starting noises could be heard, I don't know if this is to be worrisome about..

Questions:

Is the fan dead from what I've described? A way to test if it is dead? And if it is, could it be the reason for the monitor not receiving a signal?

Could both the fan and CPU be dead? Both seemed to be working fine yesterday, but the fan did seem to tick before it started up yesterday? Indication of future breakage?

Finally, when I plug my keyboard and mouse in (they light up when powered) no lights are shown, thus no power? Yesterday these lit up.

Please mind that this is my FIRST build, and that everything was working yesterday.

Help is much appreciated. If there is any information I am missing to help diagnose the problem, please tell me and I will respond.

Thank you.

Forgot to add- to turn on the pc its the same (just press the power button). However to turn it off, today I have to HOLD the power button down, like you would if your computer froze and there was no way to turn it off.

Some motherboards refuse to boot unless they have RPM's on the CPU_fan header, and thus could be the reason of the troubles you're having. Do you have another fan you could attach to said CPU_fan header? Also, keep it pointed towards the cooling fins of the heatsink, a boot might be achievable but I DO NOT recommend using this DIY fan setup. xD

Worth a try, not sure if it's the actual problem though.
