System isnt working to its fullest

So i have had this problem for a little while. My pc wont actually work to its fullest and is always performing less than its should.
In games like bf4 and all other games my pc just wont work to its actual performance.
Specs:
Motherboard: Asus Sabertooth 990fx r2.0
Cpu: AMD fx 8350 black edition
Gpu: Nvidia GTX 780Ti
Psu: Corsair CS 750M, 750W PSU
Water Cooling: Corsair H60

I hope someone can help me with this problem and also explain what the problem is for future use

The problem is that something. In my computer or on my system isnt working like it should, i get vert bad fps on bf4 on high setting, around 40-50 when it should be around 70-90 stable on ultra.
 
Could be PSU, as that Corsair unit is not very good quality.

Replace it with an Antec, XFX, Seasonic unit.

What are your CPU temps under load? The h60 is only a mediocre-level liquid cooler which is more or less just as bad as a $25 air cooler and if installed incorrectly could not be cooling properly.

I highly doubt it is the PSU. The CS series aren't that bad.

What are your GPU temperatures while gaming? Could be overheating and throttling. You may need to try just RMAing the card as tiny voices suggested, if the temperatures aren't a problem.

i dont know if i can because i live in Norway and when i asked them if i could return the card they said that they needed to test it for problems and if there were any then i could get my money back

If it's not performing as it should they have to at least have a look at it. If it doesn't perform as it should in their tests, they will send you a new one or allow you to spend what it cost on something else.

I know the CS series isn't great, but it shouldn't be causing these issues.

GPU temps, please? Download GPU-Z, leave it running while gaming, come back to it after a while, click on sensors, click on the current temperature and select 'show highest reading'. Then tell me what that value is. :)
