Yes, if you don't think you will upgrade in the future, your build will only pull about 350-400W MAX so even a 450W would work. If you want to save some extra money you could go with a 550W but 650W the best choice as it'll run the system at it's peak efficiency.
Any recommendations on 650w PSU, doesn't have to be an EVGA....

A GTX 760 will be more than enough for those two games.
And it will certainly help for WoW, but if you have an older or cheap CPU that may hold it back a little.

Nice! That CPU is good.
You don't need a Hyper 212 EVO as you won't be overclocking, and that EVGA PSU is one of their worst.
I recommend the Supernova G2 750W if you can afford it, it's much better. It will also allow you to upgrade your PC later on if you so choose. Here is a review http://www.jonnyguru.com/modules.php?name=NDReviews&op=Story&reid=380

Yeah, it is only semi modular. If you want fully modular just go with the EVGA G2 750W that I was talking about before. It's higher wattage than you need but it's great value anyway and the fan won't even spin up at all with your build, even under high load.
The Seasonic X650 is also a great PSU but it's more expensive then the EVGA G2 750W and doesn't perform as well so there isn't any point going with it.
