PC freezes while booting with external graphic card and not with intenal MOBO GPU

I was using a PC with my Nvidia GPU. My hard disk got crashed and i replaced it with a new hard disk and installed a new windows-7 OS. I didn't install the Nvidia GPU and was running the PC from internal GPU of the Mobo. I wanted to install the GPU only after PSU up-gradation.
Then i upgraded the PSU from 450W to 600W. PSU is from Asia Power, SMPS-600A.I did this to improve the performance of the GPU After connecting the PSU, i tried to boot using the GPU, but PC freezed after logging into windows. Again i tried, this time PC didn't boot at all and monitor switched to stand by mode. I tried 2-3 times and same thing happened. Once system booted to windows screen but freezed again.
I removed the GPU and connected the monitor with internal GPU of the Motherboard, PC booted without any problem. Now it is running with the internal GPU. Need to install my GPU on PCI-E but not able to do.
Note: Last time when i used the external Nvidia GPU, it was on old OS. Now i have installed a new OS.This GPU was working with the old OS till the hard disk crashed(Have been using this GPU for past 5 years). And now my PC is working fine with internal GPU on new hard disk and OS.
Pls suggest how to resolve the problem.
My system specs are:
Motherboards - M4A78LT-M LE - ASUS
Processor- AMD Phenom II 555
GPU-Nvidia Geforce 9600 GSO 512 MB
RAM- Frontech 2 GB DDR3+Kingston 2GB DDR3
PSU- Asiapower SMPS-600A 600W
OS- Windows 7-64 Bit

Yes I understand you replaced the HDD and now you think the NEW Windows install is causing the issue, it isn't. This is a hardware issue.
First test, put back in the 400W PSU does it work now? If yes, then back to what I said about the AsiaPower being 'defective' (normal issue with cheapo PSUs as pointed out in many news articles). The problem next is to get 'Windows' to properly talk to the video card, that is where video drivers come in, that is what I am trying to advise: NVIDIA DOES NOT SUPPORT THIS CARD ANYMORE, so no drivers to make it work right ((http://www.tomshardware.com/news/nvidia-eol-graphics-card,26304.html)).

Problem is the PSU. Many 'cheapo' PSUs aren't actually outputting the advertised power level and only a OHM Meter could you test the power output. It is best to stick with top shelf PSUs with track records, the market is flooded with bad cheap PSUs.

Also your GPU isn't supported by NVIDIA, it is on the specific list that it isn't going to get any drivers, even old ones (aka NO SUPPORT). Personally considering the age and low end of this system, the cost for a new GPU (never even mind of a WORKING PSU) wont' be cost effective. If you want to use this computer to just Surf the Web, Watch Youtube, etc. that is fine. If your looking to game, it is hard choice you will need to make as you would better 'cost spending' to just invest in a new PC, which sadly for new and current titles is minimum $1000 due to the cost of the hardware. Most people balk at that and instead get a PS4 because it is much cheaper, and can play all titles, and many titles it can play 1080P @ 60FPS (http://www.ign.com/wikis/xbox-one/PS4_vs._Xbox_One_Native_Resolutions_and_Framerates).

So you would have to decide what is best for yourself.

But i have been playing FIFA 13 on this PC with the same Nvidia GPU for more than one year. Never faced any problem.
I had to replace the hard disk as it crashed last month. At that time, i changed the PSU as well. Now the same GPU is not even booting. This GPU was working fine 1 month ago with an Intex 400W PSU.
I play only FIFA series on this PC and it has been working fine just before the hard disk got crashed. So i am not able to understand what actually led this to.

In all cases the answer would still be your GPU needs to be replaced, but when taking into account the rest of your system specs it isn't worth the money your investing, your wasting the money buying parts more then you get 'performance' out of the money spent. Especially as each different 'old part' you have may die 'next', and the cost of a new PC (desktop or laptop same performance and same cost FYI) starts at $249 i3 with onboard video that performs alot better then your 9600GPU does.

As your saying you ONLY play FIFA 13, and that is the main and sole reason for this whole discussion, then we only need to get you to be able to play FIFA 13 right? Well that game is available on console too, which then you never have to worry about video cards, hard drives etc. You can buy a PS3 for only $149 and get a new copy of FIFA 13 OR you can pre-order your FIFA 15 copy (http://www.easports.com/fifa) which also plays on a PS3 (http://www.christiantoday.com/article/fifa.15.release.date.game.features.emotional.intelligence/39150.htm) or you cna put in the better money in the PS4 which in both cases would be cheaper then the Hard Drive, PSU, AND GPU your paying out here.
