R9 270x Low temps with large amounts of lag in all games

Hi there. I am having troubles with my computer. I am pretty sure it shouldn't be, but with any game I play, Minecraft, Dayz (I know its poorly optimised), BF3/4 you name it... Smite included By the way, Skyrim too. All of them get FPS drops as if the components were overheating.
My system set up consists of the following.
CPU: AMD FX-8350 Black edition
GPU: Asus R9-270X CD2 Top edition
RAM: 8GB of Corsair vengeance 1600MHZ 4x2
PSU: Corsair CX-500 watt 80+ Bronze
CPU cooler: Corsair H80 Hydro fixed water loop

As you can see, High end pc with a good CPU cooler. My temperatures appear to be good although I still have problems like this. I have tried reinstalling all drivers multiple times whilst using Driver Fusion to clean them and I have even tried reinstalling between Windows 7 and 8 multiple times. If anyone could point me to some help, it would be greatly appreciated.

CPU is running a bit hot - 40.5C - blow out the case - especially fans, filters and coolers.

No power supply info. What 12v, 5v and 3.3v readings you getting from bios/uefi?

GPU running fast at high voltage (1.206V). Looks like its slightly OC'd from the factory OC.

I have already cleaned the computer out, the OC i believe is don by Asus itself and should be like that, its the TOP edition of it, I shall restart my pc and get the readings now.

Thank you for your help, I realised that for some reason i had Cool n Quiet turned on, and on my current MOBO its bugged , their workibg on an nupdate but i desabled it and it works
