How to get rid of focus rectangle in Windows 8.1 64 Bit?

Hi. I recently reinstalled Windows 8.1 and noticed this white box around a tile or setting when I hover over it. It's like accessiblity or something but I didn't change any settings than what I usually do. This has never happened on any older Installations before. I think it may have imported a setting from my Microsoft account but I'm not sure. EDIT: Also the dotted rectangle is really annoying and I would like to get rid of it permanently. Refreshing desktop and restarting PC is just a temporary fix. I tried the universal remover but it didn't work after I restarted. The focus rectangle was still there. Any help is appreciated. Thanks.

Go to Control panel. Select System and Security then System.
Click on Advanced setting on the left side.
On the Performance section, click settings.
In the visual settings check Lets Windows...etc.. or adjust for best appearance.

Hi. I tried that and restarted PC afterwards, and it was still there. :/

Oh well I guess I can live with it until I have to reinstall/upgrade Windows again. Thanks anyway. :)

By any chance did you recently install Bitdefender 2015? I'm having the same issue and I think Bitdefender is the culprit.

I actually did support chat with Bitdefender and they denied that the AV had anything to do with affecting the UI. It's BS. Sometimes these support specialists don't know what they're talking about.

Hello.
This issue may be triggered by the activity of Bitdefender Profiles (Movie Profile and Game Profile, because they “Adjust powerplan and visual settings”). If this assumption is correct (because we do not have all the details), you have 2 choices: to deactivate Profiles (go to Tools -> Profiles) or to un-check the above mentioned option (Tools -> Profiles -> Configure (for the Movie Profile, but also for the Game Profile).
But, it would be really great if you could give us more details (you can write us at bitsy at bitdefender dot com). Then, we’ll investigate and come back to you with a solution.
