For people answering: I believe that 1 Lakh is 100,000 Indian Rupees, worth about $1,644 as of today.
Original Poster, is this correct? Also, what do you want to do with the system? A gaming system will be different from one for doing audio editing. Do you need everything, including keyboard, mouse, and monitor, or do you have some old components? Do you have access to any particular seller of PC parts? Would you consider buying a pre-built system?
