If you're planning to over clock i would go with a 650watt PSU. And if you think you might upgrade your "beast" i'd suggest getting a 750watt PSU.
Other than that i'd say its a great machine.

550W is plenty, even for overclocks.

This would be better, but your build was already solid, I just changed the power supply, as 550w is a bit low for the r9 290X, the ram, this one is cheaper and better, and the hard drive, this one is cheaper and just as good. And I strongly suggest getting windows 8.1 as windows 7 is losing support in january 2015.

From personal experience I would say they do. I had two drives stop working from the begging of this year. I might of just had defects but I'm probably not going to buy another. I would go with WD blacks or blues depending on the budget

They're just as good as any other HDD and they're reliable, they did have an issue with the 7200.11 drives, but all manufacturers have problems like that, like the WDs that were dropped from raid arrays without any errors being reported a couple of years back.

The XFXs are just as reliable. For the price of that TX he could get an EVGA Supernova G2 750W, that's much better. It's a tier 1 unit on the psu tier list: http://www.tomshardware.com/answers/id-1804779/power-supply-unit-tier-list.html (getting a 9.8 score from jonnyguru)

I'll repeat myself again, you don't need more than 550W for a 290x and i5, even with overclocks. That XFX is just a Seasonic rebrand, it's just as reliable as that Corsair which incidentally is also a Seasonic platform. That's not to mention the horrible coil whine that many TX power supplies have suffered. The EVGA SuperNOVA G2 series are Superflower Leadex platforms which are even better than those mentioned, but you don't need 750W.
