Computer is not preforming where it should

Hey guys first time posting here hopefully this is in the right section.
So I recently began noticing major issues within my pc I have ruled out software after this point after trying both windows 8 and 7, basically I am noticing major problems with my FPS in game such as CSGO and Archeage
In CSGO I can play regulary comp where it stays around 120 but if I want to play minigames or some server with an amount larger than 10 people it is down to 15, 30 if I am lucky, now with archeage it is completley unplayable constant 25 with spikes down to 15 and below. All settings are as low as possible
My Specs:
OS: Windows 8.1 Pro
MOBO: Gigabyte Z77X-UD5H
CPU: Intel i5 3570K @3.40 GHz
GPU: EVGA GTX 660 ti
Hard Drive: Seagate 1TB (unsure of specs) ~4 years old
PSU: Antec Green 650W Bronze 80 plus ~4 years old
If you need anything just ask I am really in need of your help
As for the title I hope it's not preforming where it should

My gaming rig is much faster the problem is not hardware it's the engine wildstar also suffers from the same problem the engine is not optimized so you will have fps issues not much you can do other than wait for optimization.
