why does my computer only work with dvi

my graphics card i installed in my computer has 1 dvi slot, 1 hdmi slot, and two mini display slots.
whenever i use my computer i have to use the dvi conector and a dvi to vga adapter to plug into my tv. i recently bought a mini display to vga adapter in hope of installing a second monitor. when i plug in the mini display everything is ok, but when i plug the vga into the mini display to vga adapter the screen goes blue and says the something went wrong. when i start my computer with the mini display to vga adapter in with the vga plugged in the computer turns on but does not boot up. when i use the hdmi to the hdmi on my tv it does the same thing. it appears that the only outport that works is the dvi.

i am currently using a HIS Ice-Q X2 Radeon R9 270 2GB Graphics Card, A55M-E33 motherboard, and a AMD A10 6800k quad-core processor.

the motherboard also allows me to use both onboard and other graphics cards, but when i do this the second monitor gets detected but does not display anything.(i think the monitor in sleep mode)

I think it has to do with digital to analog conversion which screws with your signal. Honestly, just use the DVI port if it works. If you really think something is wrong, RMA the card and get a new one.

RMA is when you send it back for a replacement under the warranty.

Could just be a faulty card. Check if you have a warranty since the card came out recently, so you may still have it with the card.

I dunno, you kind of take the risk of getting a faulty card when you use eBay and buy a used product.

Check the box/everything it came with to see if there's any warranty information. If you have that you can RMA the card.

i discovered that the motherboard and graphics card together is an option.(the monitor was broken)
i still need to find out what is wrong with my video card.
i know my video card is compatable because i found this: http://www.hisdigital.com/un/product2-770.shtml

in my bios settings i have an option between intigrated or something like pei. the third option is both and that is currently what im doing.

the dvi on the graphics card is the only one on the card that seems to function, but the motherboard has vga and hdmi. i am using the vga on the motherboard and the dvi on the graphics card

i have the dvi going from my videocard to my main monitor through a dvi to vga converter. and a second monitor that is connected to the motherboard through vga only
