Can I live stream with this PC?

I want to live stream with a new PC and I want to know if it can handle it. All it needs to do is encode because I will mostly be playing console games but I would like it to be able to play PC games too (at medium settings). If this won't be able to stream is there a cheaper option so that I could just record my games because the laptop I have now has a crappy AMD 2 core ~1.3 ghz CPU that can't handle even recording gameplay.

Capture Card: Elgato Game Capture HD
Internet speed: 15 down/ 2 up. (I can get faster internet later but I just want to be able to stream in 480p)

i would seriously recommend saving some more and going with a build somewhat like this:

I haven't done any recording or streaming myself but from what I have researched those are cpu heavy applications, but seeing that you are using an external device it might work, I would suggest you maybe upgrade the gpy selection a little bit, so you don't get low fps from your games, which would affect your recording.

I have tried livestreaming myself and I need a new rig. I have an i5 760, a HD 5770 and an external recording device and I still have issues with the stream glitching and getting a little frame issues.

If you are looking to stream you will need to spend a little more to get a high end CPU (as you need to play the game, encode it, and upload it). This does put quite a bit of stress on the CPU.You also need a decent graphics card to be able to play the game smoothly aswell. I would go for an i7 with hyperthreading, it makes it easier :)

Do you have any recommendations?

An i7 is way more than what I would be able to pay. The i7 3670k is like $350.

It may be outside your price range but if you are wanting to stream with no lag and have good experience while playing, you will need to send some money.

I said I was mostly going to stream console games. Any PC games I would be playing would be like Minecraft, Garry's Mod, Unturned, DayZ, Half Life, etc.

Yes, I understand that but what I am saying here is when it comes to streaming, the CPU is the main component in the activity. when you play games about 40-50% of your CPU is being used. When you stream on top of that you need to record the game + decode the video + add any other software being used in the background, it will eat a lot of your CPU man. All I am going to say is if you want a quality stream and can play games fine, you will need a good CPU.

the 6300 is roughly equal to an i3 in performance, it just does better in multi threaded tasks from the six cores. but those six cores are weak cores. and 83xx is closer to an i5 gaming wise, and somewhat close to an i7 rendering/multitasking wise, but still falls behind both. all the fx series processors have weak cores, they just have more cores clocked a little higher.

So you're saying that I should go for an i5 or i7.

the xeon is an i7 without the igpu enabled, which doesnt matter since you have a gpu.
you'll need 8gb of ram for smoothness. 4gb isnt enough for much gaming and streaming at the same time.
the r7 265 will be perfect. itll drive medium/high settings on modern games at 1080p, the 650 will get low/medium at 1080p. the 650 is also oldish
switched cases to a less expensive one, also, you dont need many case fans. 2 is all you need.
the psu you chose is low quality, i replaced it with a higher quality unit. the hive series is the only good rosewill psu
also, usb wireless adapters arent good. if you need wifi, get a pci-e card. but for streaming, you want to be plugged in to an ethernet cable

if that is too much or you dont want to wait to save anymore, this will also do good.

the 8320 will do better than the 6300 (more threads to work with), and needs a cooler if your running it real hard. its still more than the one you put together though, so if its too much this is the lowest i would suggest you go:
