I've had this problem before first reseat the cpu and make sure the cooler is tight. If that dosent work reseat all cables in particular the mobo plug and gpu plugs. If that dosent work boot with one stick of ram if that dosent work boot with the other stick or switch ram slot. Also please list your specs, that would help a bunch!

Also make sure no cables run behind the cpu socket and make sure no extra screws fell behind the mobo.
