Fail load with new RAM

Im a bit of a novice and tried to find any answers via google with no luck..

I built my computer from scratch some months ago. With 8gb ram in the initial build due to my budget. I recently purchased two more of the same sticks to upgrade my system to a total of 16gb ram. When all 4 sticks are installed my windows will not load and I get an error saying that there is something wrong with the "Hardware or Software"

I tried using just the new ram and everything worked fine. Also tried mixing 1 new and 1 old which worked as well. but for some reason when I put all 4 in windows just wont load.

I also tried to adjust the Memory Frequency from 1600MHZ to 1334MHz (didnt do anything) as well as adjusting the DRAM Voltage (System didnt let me change that at all) Also checked my BIOS and it was fully updated..

any help would be appreciated. my hardware is linked below

Mixing RAM kits frequently causes compatibility problems and is not a recommended practice. There is no guarantee that mixing RAM kits works. You might try running them at a slower memory clock.

DRAM timings and memory clock speeds are for a single kit and not for additional memory kits.

Base timings and clock speed are same across the model line - it's the advanced timings that differ based on the number of sticks in a set, notably the tRFC, a 2x8GB set may call for a tRFC of 212 or so where a four stick set of the same sticks will need maybe a tRFC of 278, yet base timings and voltages are the same.

I updated the BIOS earlier today so it should be the latest version. I didn't see a "tRFC" setting but there is a tRFC0 and a tRFC1 which are both set to "3" or 160ns

In my BIOS menu it won't let me change the tRFC0 and tRFC1 to anything aside from 1-5 which is 1=90ns 2=110ns 3=160ns(which is what it is set to) 4=300ns and 5=350ns it tried to enter 178 manually but it wouldn't change. I changed it to number 4 which is 300ns and added the other two sticks and it had no effect. Not really sure how to get it to 178... I also didn't see a CPU/NB Voltage option. There is a NB voltage (on its own) which I did change to 1.2 the only thing close to a CPU Voltage was a CPU PLL voltage or a CPU Vcore options.
