gtx 770 stuttering and lag

so hello everybody i'v got a major problèmes with my rig which is

1-CPU: intel i5-4670k "3.4ghz not oc and with stock cooler"

2-RAM: 2x4 kingston "2133mhz when i go to the bios i see that they are runing at 1333mhz"

3-MOBO: MSI Z87-g45 gaming series

4-graphic card: MSI GTX 770 2gb/gddr5 gaming series

5-PSU: cooler master GX2 750w

6-HDD: 750GB WD 7200
i tried a cleane reinstallation of windows update all the drivers the GPU usage is 40% to 70%

please someone help me !!!!
 
1) Go into your BIOS and click "XMP" then save. That should set the optimal CPU/DDR3 memory profile.

2) Ensure you have the latest NVidia drivers which you likely do.

3) Drop the GAME QUALITY as low as possible, and turn VSYNC OFF. If your game runs smooth now then play with the settings to find the best balance.

*A very common stutter is having VSYNC ON, but only outputting below the target refresh (below 60FPS if 60Hz monitor). The solution for this is to force on ADAPTIVE VSYNC for the game (NVCP-> "manage 3D settings"... )

Once you have Adaptive VSYNC enabled the game will synch at 60FPS (VSYNC ON) if you can output 60FPS or higher. If you are below this then VSYNC is automatically turned off. Thus, you will get SCREEN TEARING but not the stutter.

**I definitely got a quick stutter in Assassin's Creed Brotherhood. I turned VSYNC OFF and it was gone but too much screen tearing. I then forced on Adaptive VSync, tweaked so I mostly stayed at 60FPS and I'm happy.

A tearing issue I had with Skyrim was when the game went over 60 FPS, so I had to cap the game. But if all those games are stuttering, I'd suggest contacting the manufacturer about it - try their fixes bc I have no idea.
 
I can only suggest things to try to narrow down where your issues might be:

1) Google and find 3DMark2001se. Install, then REBOOT before testing. My system is almost identical (i7-3770K, GTX680@1200MHz). My score is:
67581

Your score should be within 10% of that.

2) Install the Steam DEMO of Bioshock:
This game ran really smoothly for me. Of the games you mentioned, I either haven't played or did get stutter at times which may be normal for the game but I can't tell if your stutter is worse or not.

Batman Arkham Asylum has a Steam Demo as well. There's was minor stutter at times but otherwise ran quite smoothly. Also Mass Effect 2, Quake III Arena, and Bulletstorm Demos and those games ran fairly well.

3) update the motherboard BIOS (need to reset "XMP" and possibly other settings)

4) run MEMTEST for a full pass to ensure no issue

Wait, how should the tests help with tearing? I'd suggest contacting the manufacturer about it by calling their tech support.
