It kind of sounds like the fan's hitting something all the time? The system is working fine and I have my bios up(Not really sure what to look at though). Sometimes the noise changes a bit, like it'll change tone or something. What's wrong?

If it sounds like your PSU fan is hitting something, it probably is. Take a close look, might want a flashlight, and see if it's anything visible. Rotate and up-end it and listen for anything rattling around. If you don't see or hear anything, it's possible the fan motor is crapped out.
Is it new? If not, how old is it?
Have you done any work in your case recently? Missing any screws?

Okay so I found out that the fans are hitting this piece of plastic on the inside of the case. It's this thing connected to the right side(looks like a pin connection on a mobo) and there's a little tab off of that piece that keeps getting hit. How do I fix this?
What kind of case is it? Might help if you can post a picture.

The case is a Corsair 400r. The PSU is in place and very snug when screwed into the case. The PSU is new as well as all the other components. I built everything today. I can try posting a picture of the obstruction but it's kind of hard to see with the grating and lighting situation at the moment. It's basically a little tab from one of the black plastic connectors. It won't move out of the way when I push down on it. It moves momentarily but it pops up again.

Sorry - I'm trying to visualize it.

Are you talking about one of the securing tabs for one of the wires that run from your front panel to the mobo? If so, I've got an easy fix for you - pull your PSU and flip it so the fan is down. (It just occurred to me that your fan is probably facing up in order to hit something on or near your mobo.)
Edit: Just read your description again. When you said case, I was assuming you meant the PC case. If you're talking about something on the inside of the PSU case, then yes indeed, RMA it.

Hi, RMA the PSU, you could fix it easily, but you would void the warranty. So simply RMA it. The plastic sheet and or the fans cable got too loose during transport and are in the way of the fan blades I assume.

Alright.. We already sent in the upc code for a mail-in rebate. Will we still be able to RMA it? If not then how would I go about fixing it?
@volcanoscout: It's a connector inside of the psu just under the fan. It was angled when they tried to connect it or something and rises up a bit too much so it has a little piece that snags on the underside of the blades.

I think I figured it out about the time you were typing this post. See my edit in my last post.
