Sudden fps "stuttering" in games - Is it caused by my HDD?

So, lately ive been experiencing a significant amount of graphical "Stuttering" in games such as WoW and LoL which i usually run with a decent framerate, above 100. Strange thing is that this only happens when im moving around or loading new textures. Standing still ingame is perfectly fine. I installed a new graphics card some months ago when i overhauled my rig, which included swapping out every part except RAM and the HDD. My question is: Is this stuttering caused by my old harddrive not being able to read the files fast enough? or my RAM not being fast enough?

Edit: Also, my boot times has gone down a significant amount lately and my computerperformance is just poor compared to what it used to be with the same specs 2 months ago

My specs:

Motherboard: MSI Z87-G45
CPU: i5-4670k
GPU: MSI R9 270x (Overclocked to 1200 Mhz)
RAM: 6gb uknown speed and manufacture
HDD: 1TB 5600rpm

Storage in general is not supposed to have an effect on gaming. It's probably not your hard drive.

Check your GPU temperatures with MSI Afterburner and check your CPU temperatures with Core Temp

misclicked that solutionbutton. I hardly doubt that its GPU throttling if that is what you have in mind. i did check my temps earlier, and while in game, gpu temp never exceeded 50 degrees c, CPU temps around the same

Perhaps you've got bloatware running in the background?

I have stuff like AMD Raptr and cursevoice running, but that were never a problem before
