Computer starting up then restarting before BIOS starts

I recently installed a new heat-sink and a new power supply into my desktop. After I installed everything I tried to boot my computer up and it turned on for a few seconds. Then it would shutdown for a few seconds and then start back up again. I have checked to make sure that all components are plugged in correctly. I have tried switching the new power supply with the old one, and nothing is working. If someone could please help me out, that would be extremely appreciated. My old power supply is a Cooler Master 700W, my new one is a Corsair HX850. My new heat-sink is a Cooler Master Hyper 212 Evo.

If anyone has any questions, please feel free to ask so my problem can be solved soon.

UPDATE: Upon closer inspection, I noticed that one of the pins IN the socket on the motherboard (NOT ON THE CPU ITSELF) is bent. Is there an easy way to realign it, or would getting a new motherboard be the best course of action?

The 24 pin and the 8 pin are connected into the motherboard.

Hey sir. The op is my brother, I appreciate your attempts to help. I agree with you that it appears to be a cpu related issue. He is currently at work now though without computer access so I was wondering if you, and whoever else, could just help me spit ball any/all possible causes (instead of going 1 at a time since he won't be able to check things till ~5pm).

To reiterate the symptoms (as far as I can discern since I haven't actually seen the system) the computer is powering on (that means its posting, right?) but then shutting down before the BIOS loads. He reapplied thermal paste (including removing the cpu from the socket) and installed a new heatsink. So I'm fairly confident the issue is isolated to the cpu, especially since switching back to the old PSU didn't resolve it. Is it possible the cpu just isn't seated properly, does that cause these symptoms? (my guess was it wouldn't even post/power on without the cpu seated properly).

Thanks for helping us out guys!

Basically, what causes these symptoms other than cpu component failure?

You don't think there are any other possible causes? I'll walk him through seating the cpu again this evening and have him quadruple check power wiring. Maybe he was too gentle with the cpu and actually didn't seat it all the way ( I did really stress for him to gentle with the cpu/installing the heatsink).

Is there a specific fan connector he needs to use (say cpu fan1 for example) Maybe he just used the most accessible connector. I hadn't thought of that. Hopefully he has a 3 to 4 pin converter or vice versa if that is the case.

if he did not properly clean off the CPU and apply thermal paste properly before installing the new heatsink fan that could be the problem. If this an Intel chip if he pushed down too hard he could have bent some of the pins. The heatsink fan has a power cable that connects onto the mobo in a 3/ 4 pin connection lableled cpu sys fan.

for bending it back, what/how would be the best way to do that?
