Temperature help! (IMPORTANT)

I have an Intel i5-3570. I have come to realize (after becoming more knowledgeable with PC's) that my CPU is under preforming by a long shot. The first thing I did was monitor the temps. The minimum temp I got was 62C while writing this post. This is in my understanding, WAY TO HIGH. I got these temps using the program "Real Temp GT" the usual temperature was around 70C. This is using the stock fan that came from Intel. I want to know 3 things.

1. What should the temperatures be at when web browsing?
2. If my CPU is constantly running hot am I doing major damage to it?
3. What are some better aftermarket coolers that arent to expensive that really get the job done?
4. Do you think going from an okay ventilated case with 1 small 80mm exhaust fan to a Zalman" Z11 Plus" with Two 120mm fans right next to where the CPU goes will have a big impact.

I think your CPU heatsink fan is installed incorrectly. You may have too much or not enough thermal paste. You should not get those high of temps on idle. Make sure apply thermal paste on the CPU before installing the heatsink fan. You need to fix quickly those high temps are not good for your CPU. When you remove the heatsink fan remove completely old thermal paste and apply new thermal paste (arctic silver 5 is good). watch this video it will help at the 42 min mark
