Am i able to use 91% Isopropyl Alcohol to clean the radiator (after blasting it with air of course).

Is he talking cleaning the inside, or just the fins? If you are talking about cleaning out the insides, I wouldn't use that stuff. You're best bet is to use some distilled water with a couple capfuls of white vinnegar. Then let that run through your system for a couple hours, and then drain, re-fill with distilled water for a couple hours.
