Weird Horizontal Line in Dynamic Shadow, (image included) pls help

Guys, I'm getting a weird horizontal line in many of my games.

this one (Dynasty Warrior 8 Xtreme Legend) for example see the red circle :

some games like watchdog also have this issue when i set the shadow to low-high, but somehow gone on ultra setting, also happen on tomb raider 2013 and battlefield 3.

Spec :

i3 4130
radeon hd7790 dualx 1gb
4gb ram 1600mhz
500w psu
1tb hdd

can anyone help explain me, is it GPU artifact or something?

I think this is pure game problem, because i already tried in my other Nvidia GPU (my current build is radeon) and this problem is still occured.

I guess turning dynamic shadow off on games that have this issue is still the best option right now.

Here is something I found last night that might shed a little light on it from a steam forum post I had been talking with a guy who had the same issue

I found something interesting from skyrim which suffers from the same problem, the 2nd point was especially interesting because I thought of this before I found it.

Two remarks, though:
1. This tweak only works in exteriors. Interior shadow striping will be unaffected.
2. 20 is probably too high, and will cause shadows to be detached from the objects that are casting them.

Basically, from what I understand, the shadow is being incorrectly rendered UNDER parts of the object dynamic shadows are being cast on, simply a bug that is probably harder to fix than it sounds for developers.

the problem can also be found in almost every unreal engine game

yes this also happen in skyrim, but theres some fanmade fix called Shadow Stripping fix.

I think im really sure that this is a pure game bug.
