All hardware regardless of platform must support the following minimum requirements:
CPU that supports SSE2
GPU
with 256 MB VRAM or more
that supports Shader Model 3
that supports DirectX 9.0c
Drivers: DirectX 9.0c (included)
Audio
that supports SSE
that is Direct Sound compatible
HD: 20 GB free space (or more)
Network: ADSL connection (or faster)
DVD-ROM: 2x-speed DVD reader (for boxed editions only)
The minimum screen resolution for the EVE Online Client is 1024x768. For optimum performance always use the latest available drivers for all hardware, including in particular audio and video hardware.

You will have to go much higher than the minimum requirements if you want to run 13 instances of the game. And what would your budget be? You're gonna need a lot of power to do that..
Oh and will you run them all minimized? Or will you keep a couple of them maximized?

Budget not matter only wont's to make desktop who will be able to run all 13 accounts at ones and most of time i will be using only one account maximized (all others will be doing stuff auto what first account ) .Atm I have laptop cpu i7 , 12 gb ram , and Nvidian GT 650m with 2 gb ram and can use ok 6-7 accounts but laptop is to weak and overheating to much . So I need pc now .
