green screen and fast forwarding

when im watching videos, on any site, at random times during the video the screen would turn green and it would fast forward trough the whole video. I've tried turning off the accelerator, I've tried updating my graphic driver and i have the latest version of Adobe Flash Player too! Can anyone tell me how to fix this? i dont have any problems with gaming or watching movies on my pc. it only happens when watching videos online
 
Solution
In your bios of your motherboard you should have an option called Hpet.
This is the High precision event timer.
On some boards if its disabled it can cause a slow down, skipping or jumping, freezing for a split second in windows when playing a video.

For the most part the option should be enabled.

You should at least install a video and audio codec pack from the internet to make sure you can decode audio and video files. And make sure in windows hardware acceleration is enabled.

Adobe should have an option to enable hardware acceleration by using the options or right clicking.
