AMD graphics cards are flexible in a sense that if the CORE of any two cards is same, they can be crossfired. This is not the same with nVIDIA where both the cards should be the same i.e SLI of two 770s, two 780s but no SLI of 770 and 780.

Coming back to your question, R9 290 and R9 290X, both are based on Hawaii GPU from AMD with Tahiti silicon. As the core on both cards is the same, YES you can cross fire both cards. you can do that thru internal bridge using PCIe slots. there is no need for external bridge.

Though you would need manually need to adjust the speed or base clock on the both the cards same.

Btw, this is not a best deal. You had r9 290x and now you got R9 290. Not fair :)

I'm under the impression that you can Crossfire them but that it might require flashing one of them to convince them to work as intended.

Aside from that, regulations are obviously different in different countries, but a lot of countries have some form of consumer protection which should mean that you shouldn't have to accept this as a solution as it's not what you paid for originally.
