Well in such a case you should check that the board can use and take the new cpu.
You should check that the brand name and model number of the mobo.
And then head over to the support page of the maker where it will list what the board can take in cpu`s and what is the maximum wattage of a cpu it can take, it will also list what version of the bios firmware of the motherboard needs to be flashed too to full support the cpu.
The second cause, even when people fit a new Cpu is sometimes it requires you to do a fresh install of windows.
If you are getting freezing or any blue screens and crashes these two are the common causes.
More than likely going from a P4 to a Dual core may require a bios firmware update.

I disagree with this.
"More than likely going from a P4 to a Dual core may require a bios firmware update."
I agree with this.
May also want to try to reseat the cpu and fan. Did you add some thermal paste?

my mobo is a Gigabyte GA-N650SLI-DS4L, and I did a fresh install of Windows 7 Ultimate 64-bit and Xubuntu 14.04 64-bit.

I wrote quite a bit more about my problem before I got to the page asking for a "brief description of the problem" , but it seems only the "brief description" has showed up... In the lengthy description I originally wrote, I stated that I suspected the CPU is faulty since I bought it used. I also stated that I have since replaced th old P4 and everything seems to be working fine. Sorry guys, I'm new to this... Anyway, I'll try updating the BIOS on the mobo. Will post my progress as go along. Thanks for the help, everyone.

When I installed the CPU, I also upgraded the cooler to a Cooler Master Hyper TX3 EVO CPU Cooler and used some Arctic Silver 5 thermal paste. I monitored the CPU temp at the BIOS and it was idling at around 35 degrees Celsius. I also know that the mobo supports overclocking, but the CPU doesn't. I'm not looking at overclocking anyway, I upgraded the cooler for noise reasons.
