Best closed liquid cooling system?

I've been reading alot of reviews and watched alot of benchmarks but it seems everyone comes up with diffrend results when it comes to closed liquid cooling systems, and I would like to know which are the best choices i got and if there is a cooler that is the "best on the market". I've looked at these and i cant seem to figure out which are better:

Corsair H100i, Swiftech H220 are nice ones. a high end closed cooler systems are par with high end CPU fans. Try Noctua NH-D15 > if you want a water loop, build one so you can add GPU's for your cooler

I have also been thinking about building a fully water cooled pc, but is it really worth it and how complicated is it? I have built several pc's but never tried full water cooling, and how expensive is it cause if i where to build it i would build a propper system, Thanks for the replies already!
