Pc won't boot with brand new r9 270

I just upgraded my entire rig with a haswell compatible motherboard and an fsp raider 550 watt power supply with 42 watts on the 12v rail.. Everything went smooth setting the pc up until i plugged the r9 270 graphics
card. No fans spinning and no led lights flashing. I tried the card on another pc, tried a different gpu on my pc and it worked, installed all the motherboard and amd drivers but it still had the same issue. I am wondering if my gpu came DOA or if i did anything wrong?

Sounds like its broken. Can you add some pictures of it with everything plugged in?

That is not an option and there is no need for that.
Everything is plugged in ans in place and the pc won't respond at all when i turn the power on..
I ordered it brand new from amazon.

I don't even understand what the problem is. Will the computer not power on with the GPU or is the GPU not turning on?

The computer does turn on without the gpu. When i plug the gpu inside the motherboard all fans do not spin and the entire pc and gpu will not turn on.

Thats very strange, the system should still boot up with the GPU. Thats why I asked for pictures of your system because it may be powered incorrectly.

That is true but my pc was at a computer technician so there is no way it is powered incorrectly, the moment i connect the 6 pin everything shuts down..

Sounds like either the PSU can't handle the power input, you plugged the power connectors loosely, or the card is defective.
I suggest making sure of the first two, then RMA it or replace it.

I second that. But 550W should be fine so idk. What else are you powering?

It could be the GPU's screwing with the PSU, if the PC boots fine without it.

My specs are:
cpu: i3 4150
motherboard: h81m d2v
psu: fsp raider 550 watt
2 hdd: 500 gb +250 gb
1 dvd drive

On your motherboard, on the bottom left, what version REV do you have? It's next to the front audio header.

I know it will take some time but if you can borrow your friends' psu and test with your cpu and motherboard with the gpu, does it boot up?

Yes i tested an hd 5770 today and it worked perfectly.

Yes but test your system with the R9 270 with another power supply.

Boot into the BIOS without the gpu.
1. make the motherboard boot up the PCIE card first.
2. change boot mode from UEFI to Legacy.
3. Save and exit. Shutdown the computer and try the card again.

Do you really think this will work? because i'm not sure if i want to mess with the bios

You might have secured boot enabled. Using Legacy ,disables it.

I tried what you told me and chose legacy only on my bios but still nothing.

RMA the card and replace it with a different brand. It most likely an incompatibility/bug with the motherboard. Report the issue to both the motherboard's vendor and the gpu's vendor so they can take a look at their codes.

Suprisingly it was a sapphire gpu, I will have to send it back to amazon and request a refund. What should i expect from amazon? Do you think they will give me my money back?

No i haven't but shouldn't i just contact amazon and ask them for a refund if thats where i bought it from?

For EVGA, they wanted me to contact them for any issues I had with the GPU and not the vendor. If you want a refund, you should contact Amazon.

Yes i prefer a refund, so i i should just contact amazon right?
Do you think the hd 7870 will give me problems and is it a good card?

Yeah, contact your vendor/amazon and see what their policy is. Sorry, I'm not familiar with AMD cards, I have a 760.
