Windows Recovery Environment Is Missing. Can't Reinstall Windows

I'm trying to refresh my computer (wipe EVERYTHING). When I try to do so, Windows gives me an error saying that it is missing the recovery environment.

I haven't touched my recovery partition, but in my Data Drive partition, there isn't anything there.

I used Belarc Advisor to find my Windows product key, but this being a laptop (Windows preinstalled), Windows is an OEM version and can't be used to install the Retail Windows 8 ISO.

Does anyone know a solution or how to get the OEM disk/ISO?
