Very strange problem

Hello,
I have a very strange problem that has stumped me for 2 day's.
I will provide my system component's and then describe the problem and the possible solutions I have tried to resolve this issue.

Mobo- ASROCK 990FX Extreme 9 Bios Version (P1.70)
CPU- AMD FX-8120 Zambezi @3.1 Ghz
Memory- 16GB Corsair Vengence LP @ 1600 XMP
GPU- Evga GTX 670 2GB

The problem is the GTX 670 is only operating @ x8 no matter what type of load I put on it. I had to RMA my original card cause of an issue and have only been using this one for 2 month's and was getting random freezes and restarts. I decided to re-install windows 7 64 bit and noticed that the card was running @ x8, I cleaned the card/slot with air and re-seated the 670 once again same story. So I decided to pull the card and install a Radeon HD7850 to see if it would do the same. Guess what it operated @x16.

So my question is what could cause this card (GTX670) to only operate @ x8 when it's only 2 month's old and I do not OC anything.

I have used the following program's .
GPU-Z 0.7.8 W/ Render Test
CPU-Z 1.70.0 x64
Piriform Speccy
NV Inspector
Heaven Unigine
EVGA OC Scanner

The only thing that change's is it goes from PCI-E 2.0x16 @x8 1.1 to 2.0 on load.

I have no such option in the BIOS.
I'm fairly sure I do not have any GEN3 slot's .
◾4 PCIe 2.0 x16 Slots, Support NVIDIA® 3-Way SLI, AMD 3-Way CrossFireX™

To save a bit of trouble I am plugged in to the proper slot for x16 single card operation.
I had noticed it does change but never goes above x8 operation.

I don't have USB3 Boost, Only legacy support and the actual ports themselves. I disabled the USB3 but still no changes. I have a PCI X-Fi xtreme music wich I have been using for years. The only thing that I did see was My Ethernet (Onboard) Intel 82583V. When looking at the Device information it states the Service Property as *e1qexpress*. Not sure if this has anything to do with the problem I'm having.I read that some of the Intel drivers can cause problems. I disabled the LAN and still no change.

I don't notice any performance issues related to this problem and I plan on getting another GTX 670 soon. I have noticed in the log's that the following error happens only when I game. Every 2 hour's or so not sure if it has any relation to the problem. I also ran memtest on all 16 gigs and no errors had been reported. All my hardware is new or tested for fault's, I have come to the realization it maybe a cpu issue , though I ran Prime 95 (Small FFT) if memory serve's me correct and no faults on that either. I'm at a loss for problem solving and have exhausted all routs except for replacing parts mainly the cpu. I had also tested my PSU and voltages are correct(Tested with MultiMeter) .

I hope this help's and maybe there are other tests to run, Thank's for the help also by the way. I appreciate a second opinion on troubles since I'm the only computer literate person in my house :) .

Error Message ->> Event filter with query "SELECT * FROM __InstanceModificationEvent WITHIN 60 WHERE TargetInstance ISA "Win32_Processor" AND TargetInstance.LoadPercentage > 99" could not be reactivated in namespace "//./root/CIMV2" because of error 0x80041003. Events cannot be delivered through this filter until the problem is corrected.
