Good CPU for a video encoding station?

Hello my friends.
I am thinking on building a video editing/video encoding only station for not much cost.
My two main options are the AMD FX-8350 and the Intel Xeon 1230 V3. Both are highly threaded and somewhat cheap.
But before stepping in one, I would want to hear your suggestions.

-> My price range is small, I can't afford more than 250-300$ on the CPU alone.
-> No gaming on this machine.
-> No overclocking.

Also please suggest the best and cheapest PSU if you can.

No, clock speed isn't a 1-1 thing between Intel and AMD. For media applications the FX 8350 is just as good as low-cost Intel Core i7s. For gaming it is equivalent to an Intel Core i5, in some cases weaker than an Intel Core i3.

The more budget-friendly option that offers good performance is AMD's FX 8350. The Xeon is very strong but the cost is higher. Assuming you can and want to spend $250-300 on a CPU the Xeon would be best if you could afford it. It's essentially a non-overclockable Intel Core i7.

Yes, the per-core performance is far greater than the FX chip which will benefit in basically anything you do on a PC. For gaming a Xeon would be an even better option over the Intel Core i5 as it'll still be of use if and when games use more than 4 CPU cores effectively. 3.3Ghz is a perfect speed for an Intel CPU. Intel's CPUs are far more efficient than an AMD CPU, with 1 Intel CPU core roughly equivalent to the power of 2 of AMD's CPU cores.

Basically what I'm saying is the Xeon is the best CPU you can buy if you can't afford an Intel Core i7 (where usually the only difference is Xeon is non-overclockable and i7s are able to in most cases).

Do you mean a FX 8350 that haves 8 cores @ 4Ghz would be equivalent to a 2Ghz Intel quad core?
My knowledge tells me a FX 8350 is between a i7 2600k and a i7 3770k, more exactly a i7 3820.
