screen not full

I have a 1920x1080 60Hz monitor 21.5'' but my desktop is not filling the full size of the monitor.There is a black up, down, left and right that my mouse cursor or icons cant get into.Its like my desktop is smaller than my Monitor. ( sorry if it sounds weird but English is not my native language :p ).
Is there any way to fix this?The only way to keep games and desktop in ''full size'' is to get resolution to 1680x1050 but I want it at 1920x1080.Please if anybody knows the solution to this please help me.I have downloaded GPU and Monitor drivers, everything is up to date.
I dont know if you need to know my pc parts but oh well, here they are

Monitor: SAMSUNG S22C570H
GPU: PowerColor PCS+ R9 290 4GB
CPU: I5 4690K 3.5Ghz
8 GB RAM 1866Mhz
1TB HDD
750 PSU.

First, you might want to check your monitor's settings. Make sure that 1:1 pixel ratio is enabled. It's sometimes called differently (I think Samsung calls it Screen Fit). If that doesn't work, go into your graphics card settings. Go into Catalyst Control Center and go to the monitor tab in the left (should say like "flat panel displays" or something. When you click on it, there should be one underneath it that will get you to a screen that has an overscan slider (Might be called "scaling options"). Mess with that slider until the black edges are gone.

The same thing happened to me, If you haven't already, Download AMD Catalyst 14.4 (newest drivers), Open catalyst control center, Open desktop and displays, Open scaling options, And crank overscan up to 100%
