An Intel CPU is a much better investment. It will give you a good upgrade path, great power consumption, and very good single thread performance. Something like this would do well:
PCPartPicker part list / Price breakdown by merchant
CPU: Intel Core i3-4130 3.4GHz Dual-Core Processor ($116.98 @ Newegg)
Motherboard: MSI H81M-E33 Micro ATX LGA1150 Motherboard ($44.99 @ Micro Center)
Video Card: EVGA GeForce GTX 750 1GB Video Card ($89.99 @ Newegg)
Total: $251.96

This is an excellent combination, and it should be well within your budget in euros.

hdd and the dvd reader, i have the power its an eurotech silent pro 420w Okay here's what i'd do:
Intel i3-4130 (~ 100E)
An H81 motherboard (~ 50E) *ASUS, Gigabyte, or ASrock, I'd avoid MSi.
Nvidia GTX 750 Ti ( ~125E) *Get one without the 6-pin connector if you still want to use the old PSU
Windows 8.1 (~ 80E) *Or windows 7
A new power supply (~40E) * Corsair, XFX, Seasonic, or Rosewill, some other brands too but can't think of them
Case (~30E) *Just get a well-rated, cheap one
Total: about 425 Euros.

i halready have windows on my hddYou won't be able to cross over the installation really. You will have to go into Windows device manager, and delete ALL the motherboard's drivers, and then make sure none reinstall, and then turn it off, switch components, and turn it back on.
I don't recommend it, but I've done it before with success.

Check this thread out: http://www.tomshardware.com/answers/id-2203068/motherbo...
Also, tell me how much more an R9 270 costs on your websites compared to the GTX 750 Ti.

Okay, that's a borderline deal. I'd just get the 750 Ti.
Get a workable power supply like the Antec VP450 or Corsair CX430 for cheap, and your 750 Ti will be up and running.
I bet your current power supply would work, but I have no idea the quality of that unit. Do you know who makes it?

Motherboard Asus H81M-ECooler Master K350
which cpu now?
Cool, I like both of them. ASUS is an excellent manufacturer, and I love my Cooler Master cases (built two rigs this year with them).
I would get the i3-4130 if you don't want to spend more than about 100 euros, but spending about 160 euros on an i5-4570 would be a good investment for sure.
So you are using a GTX 650 or are you going to buy that ASUS GTX 750 Ti?

depends on one thing, if i buy the i3 and use the 750 can i get good fps?Definitely. But the i5 is a true quad core, while the i3 is a dual core. The i5 will be a better investment in the long run because more and more games are utilizing more cores.
The i3 will work fine for some years to come though, as long as you don't edit video or record your games.

no, i edit my videos on a mac, i thinking of play tom clancys the division, ac unity, those games, with the i5 and 750 will work?Yes, the i5 would be a good choice if you are playing those newer games.
Seeing those new games, I recommend you take a look at upgrading your power supply to a Corsair CX500 or something and consider the R9 270/270X. The 750 Ti will do great, but the added power in the R9 series would be a real boost.

the r9 fits on "my" motherboardYeah, for sure it will. Just a PCI-express slot.
You will need a new power supply, and the card would cost an extra 30 euros or so, so we are talking about an extra 70 euros or so, but that would be another 15% more graphics performance.
If you bumped up to an R9 280, (which should work on a quality 500W power supply) we are talking about a big 50-60% increase over the 750 Ti, which would bring a substantial level of future-proofing as well as awesome performance.

That's looking really good.
You don't need that CPU cooler, the i5 comes with one, and everyone says it crap, because it is, but it will do the job just fine.
I would get a Corsair CX500 (because it's cheap and will do the job) or something Seasonic, XFX, Rosewill, or EVGA. Tell me if you find any good deals and I can see if it is good.
