I'm planning on getting a gaming pc and I was wondering if a ssd is really worth it. I know it has faster boot times, but I'm also on a budget. If I don't get the ssd, then I'll just get a 1tb Seagate Hard Drive.
And chiming in from the other side, from reading in here, I see a LOT of failed clones.
It usually works. Usually. I've done it without issue. But I always prefer just a clean install that I know will work.
For the OP - I personally would not build a main use PC without an SSD. But if your budget is that tight....
Also, there may be some other place $$ can be saved to squeeze the SSD in.
the SSD can always be added later. I personally would not have a build without one, but if you're on a budget, that's a good "first cut" to make. You can always add it when you have the funds, and put the money you have now towards your video card or processor.

I disagree. Install an SSD now so you don't have to reload the OS and software again alter. I know SSD's come with cloning software but I don't trust it. SSD prices are dropping fast. Get at least a 256GB SSD and you won't regret it.
Just to add to the other side of this- I have successfully moved two OS builds from HDDs to SSDs on my own computer and a friend's. if you're leery of the clone software, then yes, buy it now. If you're willing to risk the move later, it can wait. Really it's a personal choice.

Like what?
Since we do not know what the other parts of your proposed PC are, it is impossible to say.
