I want to build a PC for streaming videos off the internet, using as cheap parts as possible, and taking up as small space as possible, while meeting these requirements:

At least 100GB HDD/SSD

At least 1 HDMI

At least 2 USB ports

Able to run Windows 8 (I already have a copy of Windows 8 so don't include that in price)

Dell Inspiron i3647-1234BLK $287.99

Solution
That is a pretty decent build for your needs. You could get away with using a celeron but that pentium does really well for a $70 cpu.

Using an SSD over a HDD will be faster for bootup and opening programs, but after that it wont help you. Now granted if streaming from web you dont need huge storage space.

You might look at plex or xbmc software if you want to stream local content as well. I use xbmc for my movie/music collection and have one box in living room and another in guest room.

If you are putting the stream box in living room you might look at Silverstone ml03 and ml04 cases, they look like a peice of home theater equipment and dont need to use mini-itx boards and psus like many small cases do.
