Is this a good entry level, upgradeable PC?

Solution
No, the SSD is optional and improves hard drive performance and most notably start-up time, but you don't need it, you can install Windows on the hard Drive (as we've done for generations before SSDs became available).

Note that the Craigslist article doesn't say what CPU it has. The graphics card is old and weak. Windows 7 Ultimate is $100 more than Windows Pro and offers nothing to a home user over and above Windows Pro or Windows Home. In my considered opinion it is a sure sign that the Operating System has been pirated. If so, then it may be full of malware or may fail Windows validation at any time and you will be up the creek without a paddle. You could always ask for the installation media and the genuine key. See how that...
DOn't get that APevia PSU. It's a tier 5 PSU in this list: http://www.tomshardware.com/answers/id-1804779/power-supply-unit-tier-list.html

Get this Seasonic instead. Still got enough power and a much better unit.

Not sure what you mean by " Do I need the boot drive?"

As for upgrade - yes, within reason you can get a more powerful processor that can fit on the same mobo if there is one, you can always get a more powerful graphics card - if you plan to do that reasonably soon, boost up the PSU to 600+ watts.

The SSD is a boot drive... Do I need it? And what about the Craigslist computer?

The H67 motherboard is many generations old Chipset.

You don't need two Blu-ray drives. SO consider what you will be buying that you will need and what you won't be needing.

What about this one? http://atlanta.craigslist.org/atl/sys/4583658120.html

That looks like a *much* better deal. Everything is new and makes sense. Ask to for the Windows Install media or make sure the windows key sticker it attached to the case. So many times people buying on CL run into issues with pirated Windows.

Also make sure no passwords in BIOS and in the OS.

Ask for sales receipts, some things like the PSU may have 3-7 years of warranty.

And don't forget to start the bargaining process by offering a little less than the asking price. :)
