kinda complicated question,
i am creating a new build and i dont know if i should get a 780 over the 770 because i wont be i the us again for a year or two and high gpus arent should in my country, but i still would like to play games at at least high graphics in two years

Solution
You need a card to last you a year or two until you will have the chance to upgrade? Either card should serve you well for 2 years. The 780 will give you more performance than the 770, but games should be playable on the 770 for some time.

Its kind of up to you, in a year or two the 2gb VRAM on the 770 will be an issue (its an issue now!) but it is only a problem if you are going for ultra/max settings, if you are willing to make compromises 2gb is fine. The 780 is also more expensive, so if you are busting your budget over it, go for the 770. You can also consider AMD if price/performance is really important to you. Enjoy the trip/adventure!
Definitely not the 770, since it only has 2GB of RAM (which is fine right now for 1080p resolution) will not be future proof.

the price difference between those two cards is pretty big though so if you are looking for something a little more future proof, with better performance, and cheaper, take a look at the AMD R9 280x or R9 290.

i am actually asking if its worth spending the extra money on the 780 because i wont be able to get another high end gpu in 1year or 2

What will the resolution of your monitor be? That can directly affect your choice.

At the cost of heat and noise.
But I cant deny it's cheaper.

looking at the r290, i think i will wait for a bit before i purchase as noise isnt much of a problem, but i also really like nvidia physx.
