Is this normal for a Core i7 4770K while being told to calculate PI or when i'm gaming and doing nothing?

It shows that only 4 threads being used,to my knowledge the os spreads its load between the threads instead of just using half, i have when playing minecraft changed what thread it uses, for instance if i set it to only use thread 7&8, No 8 will be at 100% usage and 7 will be at 0% what is that about, i don't understand how that happens i have use asus TPU to set my clock speed to a max of 4.3 but that shouldn't make this happen. have tried it at the standard of 3.9 but the same result, is this something i did, i don't see why.

Any help is welcome.

Dissable the HT feature in BIOS and use prime95 or HyperPI, SuperPI only use a single core for processing.

Pime95 is multithread, can use core and threads for load while SuperPI is an old school program that isn't adapted for new gen CPUs.
