so hi my friend got his pc last night and he mainly plays league and gets really low fps between 29 and 33 his specs : intel core i7 4770 ,gigabyte gtx 750 ti 2gb,8gb ram and he checked gpu-z gpu usage was 1 percent and core clock was 153 mhz so how can he fix this

What are his video settings? But usually with that kind of specs, 90-100+ FPS would be fine.

Yeah it's probably something with the drivers or a virus. Don't forget to first uninstall then install the drivers. And do a virus test. Also is this issue also in other games?
