R9 290X X-Fire, Second Gpu Off In Idle State?

I have recently installed 2 Arctic Hybrid 120 II's on my dual 290x's.
And i would like to monitor my Temps in HWiNFO64, to keep an eye on the VRAM's of the cards, to see if the Hybrids keep up with the cooling without an active cooler on the VRAM's.

The problem is that my second Gpu turns off in an idle state.
The PC still works as it should, and everything (including the 2nd Gpu) turns on when for example a game is started up.

But when it returns to an idle state, i.e. back to desktop, the entire second gpu turns off, including the fan. This causes the readings in HWiNFO64, or any other programm for that matter, to, well, not be there at all.

I have had this problem before, when i hadn't installed the aftermarket coolers quite some time back, but i don't seem to remember how i fixed this issue, and i cant seem to find anything on google.

If anyone can be of any assistance I would greatly appreciate it!

Cpu FX-9590
Mobo Crosshair V Extreme
RAM 2x 4gb
Case CM Storm Trooper

Thanks for the reply!

They are in fact clean, and the psu connectors are fully on. The cards are in the first and third slot which are x16.
I have tried the fourh slot and this didn't change anything.

I am going to remove the top card to see if i can get the readings from the bottom one that way.

Could it be that my Psu is not strong enough for this system?

Thank you very much, i totally forgot!
Readings are now all showing and card is turned on in idle.
You Sir, are a life-saver!

Is there any way to set this in CCC, or perhaps BIOS?
Because i have not use any o.c. programm for a long time, and ULPS was apparently still disabled.

Now back to keeping my VRM's cool! ^^

The ULPS seems to stay turned off after checking the box the first time, and removing Afterburner from boot on startup.
