Yes, they should differ. There are tons of monitoring software, I recommend Real Temp Gt. Under load it shouldn't get higher than 80c if you don't want to risk damaging the thermal compound, after 90c your risking damage to the cpu. Look up articles on bench marking, over clocking or "burning in" a cpu.

That entirely depends on the cpu cooler you are using. Sounds like you are using stock with that large a range in temps under load. With your idle temps most decent aftermarket coolers should give you around low/mid 60's under load and an Idle in low/mid 30's (with air). If you tell me motherboard and case I can give you suggestions. But as you are right now you are safe. If you are already using an aftermarket cooler you might need to re-seat it (involves removing, cleaning, and reapplying thermal compound).

That all depends on your variables ... like:

What is your ambient temperature?
What do you mean by "load"?
What utility do you use to measure temps?

At 25C ambient my 4770K at 4.7 idles at 29C. Unless your room is very hot, your idle seems too high.

We need more detailed information.

Well what cooler are you using? At 100% load mine usually averages about 73* Celsius. It is hard to judge at complete idle because the CPU utilization bumps up every couple seconds. When it is below 5% utilization, it is about 38* cel. I'm not sure of the ambient temp, but it is fairly cool basement.

I'm using an Rosewill challenger with CM hyper evo 212 cooler. I've re-seated it and re applied thermal paste a couple of times to make sure. Temps are the same. The case is kinda cramped

It's in my signature. I'm running a Cooler Master TPC 812 with dual 77 CFM fans.

Once again, what do you mean by load? There's a proper way to test load.

Idle means "dead idle" with CPU utilization below 2%. There's also a test for idle.

Here's the temperature conversions for ambient and a short scale:

Cx9/5+32=F ... or ... F-32/9x5=C ... or more simply ... 1C = 1.8F

30.0C = 86.0F Hot
29.0C = 84.2F
28.0C = 82.4F
27.0C = 80.6F
26.0C = 78.8F Warm
25.0C = 77.0F
24.0C = 75.2F
23.0C = 73.4F
22.0C = 71.6F Standard ... or ... 22.2C = 72.0F
21.0C = 69.8F
20.0C = 68.0F Cool

I tested my load through XTU's stress test. I did read through most of the guide. I just based my idle on when I saw my utilization go below 5%. I didn't do an idle test. I am unable to test my ambient temperature.
