Edit, had 2 threads open. My bad.
I would pick up a 6300, great performance/price ratio, boards arent too expensive, though they wont have the best upgrade path.

That price point I'd go with whichever AMD you can find on sale with the highest clocks and most cores. Check PCpartpicker. AMD FX-6300 is a good start.

CPU? Case? system specs?
My general first recommendation is the NH-d14 or d15.
Performs nearly identical to closed loop coolers, but for less and quieter.

Think he wants CPU. Not a CPU cooler.

Intel g3258 with modded motherboard bios
Athlon X4 760k when talking about value
FX 4300 getting as close to 100 as possible

When talking about CPU value you should always take the mobo into consideration...

AMD FX-6300 Vishera 6-Core 3.5GHz (4.1GHz Turbo) http://www.newegg.com/Product/Product.aspx?Item=N82E168... FX-6300 CPU is capable of a base clocks of 3.5GHz and a turbo clock of up to 4.1GHz as well as the having the capability of overclocking even higher depending on cpu cooler as well as luck.

I would suggest an AMD fx 6300 (http://www.newegg.com/Product/Product.aspx?Item=N82E168...).

It is a six core processor, and it performs quite well in multithreaded task because of that. A game where this processor will do quite well is Battlefield 4, because it is well threaded.

Or, if you prefer intel, the core i3 would be your best bet. (http://www.newegg.com/Product/Product.aspx?Item=N82E168...).

It performs better than the fx for workloads that do not use many threads, such as the majority of games. It will also provide a good upgrade path to a better processor in the future. However it will not perform as good as the fx in workloads that will utilize all six of the fxs's cores.

However they are both good processors, and you would be fine with either one.

The i3-4130.

The FX-6300 is better for multi-threaded stuff, which is a lot of games now, but the power consumption, upgrade ability, and single-thread performance of the Intel CPUs make them much better choices.

With nearly every graphics card and nearly every game, the FX-6300 and the i3 will perform identically anyway, so unless you are a crazy multitasker or a video editer, the i3 is the best choice.
