R9 280x Low Performance

I have had all sorts of trouble since day one with this card. Starting off, the drivers wouldn't install correctly, then as soon as they did I had bitcoin mining malware, and now I can't get reasonable framerates in games for this card. Prior to this card, I had a GTX 650 Ti 2gb with a mild overclock, and I was able to run ArmA III at around 30 frames per second on medium/high settings. Now that I have this card, I was looking for a huge performance boost, but in ArmA I got around 30 frames per second in the same scenarios on the same or slightly higher settings. My complete build is as follows:

AMD FX 8120 OCed to 4.2 Ghz
8Gb DDR3 2133 Mhz
WD Caviar Blue
Kingwin 850mm 850w PSU
ASUS M5A97
MSI R9 280x 3Gb

Everywhere I've been people cry "BOTTLENECK BOTTLENECK BOTTLENECK" and it very well may be, but I want to rule out anything else before assuming that my parts aren't up to par. I have overclocked and underclocked my CPU and checked the impact on FPS, that being 1-2 frames at most. I know the power supply is doing its job, and I don't think the card is faulty, but I haven't a clue why I don't see any more performance in game than I did with my old card.

Use you "UEFI BIOS - Flexible & Easy BIOS Interface" per http://www.asus.com/Motherboards/M5A97/overview/ - for cpu temps and power supply voltages.

Diskcheck and all of my malware and antivirus programs came up good. CPU temp is around 28 degrees celsius while idle in my cold room, while gaming the highest I've seen it is 45 degrees. How would I check the voltage readings?
