Well I bought a notebook that has the current specs:
Processor:4th gen i5 4200U (1.6ghz, Turbo goes to 2.6 Ghz) 3Mn Cache
Ram:8gb DDR3 1600Mhz
HDD:500gb
Graphic card: nVidia GeForce gt820m 2GB DDR3
Can I run BF4 with this? (Not necessairly with high settings)
At least, will I be able to run other games on max setting with this? Like A BF3,COD,NFS, etc...
And, about the processor... What does it mean with 1.6 GHz up to 2.6 GHz with Turbo? Will it run like a 1.6 or like a 2.6?

You should be able to run several reasonably-intensive games on this at low-medium. If you haven't already purchased a copy of BF4, I'd advise against it. You'll be able to run Dark Souls 2, Skyrim, NFS, and COD playably.

Turbo means that, if there's extra thermal/power headroom, the cores can run at faster frequencies. Basically, get a laptop cooler and plug in, and you should achieve that boost.
